CPC, CPM, and CTR are not random dashboard numbers. They are three sides of the same triangle. If you know any two, the third is locked in by simple math. In this calculator CTR is entered as a percentage (for example 2 means 2%), so the formulas are: CPM = CPC × CTR × 10, CPC = CPM ÷ (CTR × 10), and CTR = (CPM ÷ CPC) ÷ 10. A low CTR means you pay CPM for a lot of impressions that never turn into clicks. A strong CTR means you squeeze more clicks out of every thousand views and your effective CPC drops. When you understand these formulas you stop arguing about opinions and start moving the levers that actually change your costs.
